HOOD, Sacramento County — November 1, 2026. The proposed Delta Conveyance Project could place major water-diversion infrastructure near Hood, making the project a local concern as well as a statewide debate about drinking water and Delta ecosystems.
The California Department of Water Resources (DWR) proposes a roughly 45-mile tunnel that would carry Sacramento River water toward State Water Project facilities to the south. The project’s plans include two northern Delta intake structures near Hood and Courtland.
Where does the review stand?
DWR’s published 2026 update log describes federal clearance announced June 5, followed by a revised Delta Plan consistency certification submitted July 24 for remanded matters. Those are steps in environmental and regulatory review. The project’s own permitting website says permits and compliance processes must be completed before operation or construction where required.
Different views on the project
DWR argues the tunnel would improve the water system’s resilience to changing storm patterns, sea-level rise and earthquakes. Sacramento County’s Delta-focused information pages argue that large intake structures and associated construction could impose traffic, environmental and community impacts on nearby rural towns.
Because each agency presents a different perspective, residents should review technical maps, permit decisions, local traffic plans and environmental documents rather than treat either an agency advocacy page or a project press release as a final outcome.
There is no basis here to claim Hood’s river intake is fully built or operating in November 2026.
