HOOD, Sacramento County — November 1, 2026. For residents of Hood, one of the most consequential public-works proposals is a plan to replace older individual septic systems with a connection to regional wastewater services.
Sacramento County’s public environmental case PLER2021-00127 describes the Hood Septic-to-Sewer Conversion Project as installing approximately 5.5 miles of small-diameter, low-pressure sewer lines, extending toward Elk Grove along Hood-Franklin Road, Franklin Boulevard and Bilby Road. The proposal involves the local community as well as connections to the regional system.
What funding has been identified?
The county’s federal recovery-funding performance reports identify a $2,125,000 allocation for the design portion of the Hood and Franklin conversion program. The county described aging septic tanks, including systems installed during the 1970s, as part of the underlying need.
Have homes already been connected?
Older county reports described the project as not started or still being designed and included estimated construction schedules. Those historical entries do not confirm the actual November 2026 construction or connection status. The public planning viewer still displays an environmental-case status rather than a verified list of individual completed connections.
Homeowners should ask Sacramento Area Sewer District about current construction, connection costs, responsibilities for private laterals, abandonment procedures for existing septic systems and any available assistance. Do not assume that a design allocation is a homeowner grant or that all properties have received sewer service.
