HOOD, Sacramento County — November 1, 2026. A proposal for a major riverfront hotel in the small unincorporated Delta community of Hood remains under environmental review, with the developer now aiming for a fall 2027 construction start.
In reporting published October 10, 2026, developer Bob Leach of West River Hotels described ongoing environmental analysis for the property at 10724 State Highway 160. The latest concept has been called The River Hotel & Spa and has been described as a 64-suite project with river-facing balconies, hospitality facilities and a marina.
How the plans have changed
Earlier announcements referred to a 60-room hotel with a different brand affiliation. More recent descriptions discuss 64 suites and expanded amenities. Because the proposal has evolved, figures from older renderings should not be presented as the final approved design.
What remains unresolved?
Environmental review, permits and regulatory approvals must be resolved before construction. The developer’s timetable is not a county-issued start date. No confirmed hotel opening, reservation system or completed marina has been established.
Residents may wish to examine traffic on Highway 160, riverfront access, flood and levee requirements, water and sewer services, and how the project would affect nearby businesses. Those are topics for the planning process, not evidence that a particular impact has already occurred.
